Goodbye 2013 and Welcome 2014!
The People for Change Foundation is at a pivotal stage in its development. 2013 was an important year that saw both the work as well as the remit of the organization expand significantly. 2014 promises to build on this momentum.

In 2013 we...
1. Filed an interim measure application stopping the refoulement of 55 migrants to Libya in June
2. Continued our work on promoting respect for human rights at the external borders including through research and lobbying around the impact of the Hirsi Judgment on Malta, particularly through our project Access to Protection: A Human Right
3. Published the annual ENAR Shadow Report on Malta, focusing on discrimination faced by the Muslim community in Malta and researched discriminatory practices in employment, commending some good practices, highlighting the difficulties and identifying recommendations for the way forward
4. Worked with politicians on the responsibility of political speech and persuaded them to make a pledge against racism and racist discourse
5. Supported migration research in Malta by issuing a guide to researching migration and asylum in Malta
6. Launched the Malta Migration Scholars Network (MMSN) to promote academic exchange amongst those involved in migration research in Malta
7. Worked with lawyers in various countries to support respect for human rights in the Dublin II system
8. Raised awareness of various issues including through publications and media presence
9. Furthered existing partnerships and developed new ones with organizations and networks on the national, European and international level. This included our participation in consultative fora as well as through working together on specific projects.
10. Developed projects on various critical issues in Malta, including migrant returns, online hate crime and human trafficking.

2. Work with MEP Election candidates to promote responsibility in political speech and an anti-racist message
3. Develop a system for reporting racist incidents and advising victims of discrimination of their legal options.
4. Present recommendations on racism, disaggregated data collection, and human rights at the external borders
5. Continue to work on research on various issues relating to migration with a view of informing national and European policy making in the area
6. Continue to support migration and human rights research through various initiatives including a research gap analysis and promoting exchanges between researchers. We will strengthen the Malta Migration Scholars Network and set up the Malta Human Rights Scholars’ Network
7. Work on anti-trafficking policy making including through the development of the Trafficking Policy Assessment Framework, research on networking anti-trafficking efforts in Europe and research on the role of academics in anti-trafficking policy making
8. Make recommendations regarding the new Anti-Trafficking Action Plan for Malta, including by providing updated research on the current state of play of Malta’s law and policy on human trafficking
9. Coordinate the national platform of the European Network Against Racism (ENAR) bringing national anti-racism NGOs, community organizations and others stakeholders together
10. Continue to providing analysis and research, based in substantiated evidence and law. We will further continue to bridge the gap between research that is academically rigorous and policy relevant
11. Move into new premises and expanding our team in order to better meet the needs of a growing organization and our new projects
12. Continue to develop existing and new partnerships with different stakeholders
